Depends on the person, if she's sure and confident enough, and she's sure that they have reached that level, she's tell him straight up. But ladies are experts of subtlety so there are many signs to watch out for. Some are: eye contact, heartfelt compliments, touching the shoulder or hand when speaking, or twinkling eyes, etc.

I think he likes both of you and is trying to get the best of both worlds. IF he was INLOVE with you then he would have enough respect to never ever date your friend regardless of you being cool or not. AND if you truely wanted him you would have never been cool with IT. It goes both ways. Just remember you cant assume just ask if you really wana know.
