Kind of a mix question, but I will try to answer your question. DVD/CD burners will not burn on there own, that is you just throw a CD in and it burns files or whatever on the DVD/CD Burner/Player. You need an application such as Nero Burning to burn in the information onto the CD.
If you bought the DVD/CD burner recently, it should have came with the software to burn?

The best way to find a program to burn photos on a cd is to go to www.download.com and in the search bar type in either cd burning or Nero and click go. Nero is a program that is specifically designed for cd burning, and the site should have some other cd burning software.
Most programs on www.download.com are free trials that will work for ten days or so and then you have to purchase a registration key to keep using them, but some are completely free and work well. After you click on them and their description comes up, look at the limitations to see how long they work.
If you have a cd burner, also called a cd writer, it should have come with software for cd burning. If your pc came with a cd writer, then the software should already be on your pc.
A regular cd rom drive can not burn a cd, but you can find cd or even dvd writers brand new for about $30 at a good computer supplier store.

Yes, I think Nero is the best choice for burning CD / DVD. Also you can organize your pictures using it. Advanced users can even create a menu for that.
