I know for a fact that at my facility, it is for anyone that uses needles. Diabetics, anemics, cancer patients, or drug addicts.
They can bring in their used needles in a container that is puncture proof, and we will give them new needles and a bio-harzard sharps container.
The reason this was put into effect was because drug users, or medical reasons, patients were using needles over and over because the cost, or they are drug addicts and can't just go buy needles to use.
This cuts down on infections, disease spreading rates and allows us to get rid of them the proper way, instead of people throwing them in the regular trash and someone else getting stuck either while going through the garbage, or at the dump. Or really anywhere inbetween.

Needle exchange - an excellent idea for many reasons. Take the used needles and syringes from drug abusers and give them a fresh safe needle. They safely dispose of the used/contaminated syringes. It save the used syringes from ending up in parks , playgrounds, school yards and kiddie land at McDonalds. Children pick them up , step on them or fall on them. They don't need to be infected with any of the horrific diseases that these needles carry.
Hopefully when the user comes in to exchange the needle there is someone there to talk to them to get them off drugs. A freindly, knowledgeable , probably ex user, who knows the horrors this kind of life holds.
If these exchanges are careful and get the trust of the users, it will definately help lower AIDS.

#3. Yes i think it is helpfull in the prevention of Hiv Aids as those who are Hiv pos are often depressed and lonely and more than that probably are full of despair and may not care about their fellow human beings and even may wish harm to
their fellows if they contracted the condition from
from someone who did not disclose it to them.

I associate needle exchange programs with intravenous drug users.
I assume that people are given general health advice & drugs counselling along with the new needles.
Yes, I think it really does help to fight HIV & AIDS, as well as hepatitis, blood poisoning, etc.
A good idea all round.

My first thought is that it encourages drug use by providing clean needles for drug users. Your second question is answered by my first answer. The exchange program may in a small way be helpful in fighting HIV/AIDS but it is counterproductive in fighting drug abuse.

I've never heard of it, but when you first say that, I think of needles from syringes getting swapped and contaminated. I don't know what else they do. And last but not least, I have no clue.

While I do not support IV drug use I would hate to know people are sharing needles. So if they must "use" it's good to know with HIV.. they can have a safe "haven" for drugs.
I think it helps fight HIV yes. But I do not thing it helps a druggie it enables them. However if it is one less thing they deal with, so be it.
