Both the Old Testament and the New Testament teach that we are to take care of the needy. A Christian who does not is a hypocrite and needs to get right with God.

The people I have tried to help, have abused my help - I later found out they were spending my resources to obtain cigarettes, beer, and drugs and trashing the places I let them live in for free. What's the point if people aren't willing to help themselves? And how do you know until your resources are wasted? I make very little money and have worked VERY hard to earn it. I'm sorry - but a lot of people just don't want to work - they want hand outs.
It's a very rare situation when people are actually willing to help themselves get over a major problem. The typical statistics that you will hear say about 2% can overcome them with willpower alone. I have never met anyone who I feel like I truly helped. It seems like everyone wants my stuff, but they DONT want to hear about Jesus. Not even for a second. Yet Jesus is what truly made my heart change and start making correct choices (aka not sleeping with people, working harder, choosing not to do drugs) those were hard choices to make at the time. Now of course they are simple. But people have to make the inside choice before they can make the outside choice.
Nonetheless, I still find myself helping a lot of people with the resources I have, hoping that someone will really make something of it. I try not to be jaded because you never know who you might help. Some people who helped me probably never even knew how significant it was - but those were more verbal promptings and motivation, then resources.

Many people call themselves Christian who are not.
Those who are real Christians always want to help others, and in the recent tragedies facing our nation (ie: the Tsunami and recent tornadoes) it has been noted by non-Christian and Christian reporters as well that long after the first wave of help pours in for these victims, the Christians are continuing to help those who are victims in these tragedies while many help one time and then leave and forget those in need.

A church is made up of all sorts of people at different stages in their walk with Christ. Some people have learned that there is joy in sacrificial giving (doing something even if it costs you financially or in terms of comfort and convenience.)
Some folks have yet to find that out. It's sad, but there are still selfish Christians who think of their own comfort above the needs of their brothers and sisters in Christ. Pray that God will show them the joy of giving.

There's a trust factor. Some people can't offer their home because they have a child that they don't trust your friend with. They SHOULD give clothes or whatever else they can give to help the situation, but to say everyone should offer their homes to strangers is like playing with fire. All factors need to be taken into account before a decision is made.

As Christians, we should help our neighbor. The reality of life is that sometimes people are just maxed out. They may be helping a number of family members, working multiple jobs, etc. Christians are only human. I think most people who truly follow Jesus would try to help if they can.

Nobody is Perfect. Maybe in that point, the supposed to be Helper is also in need of penny.
But it will be great if someone sacrifice his last money in -order to help others, Wow, that is a mature Christian. Those who can't might have infant faith.

I'm not Born Again Christian but I would like to answer your question, if you permit.
Many people call themselve christians but they do not know what is to be a christian. They are unaware of the great teachings of Jesus and his sacrifices. They call themselves christian because it is the major religion of the west and they feel proud of it.
Their lack of knowledge of their ascribed religion is due to lack of religious education. It starts from childhood, in the house.

You can't sum up all christians like this. Born again christians have different priorities and value sharing Jesus above helping others. In other words words above actions.

I think for most people, they go to church and say they're Christian just to fit in with society, but deep down they don't believe in God. Otherwise, not helping would mean going to hell as well as many other things they do after church.
