OK so last week I was in stop and go traffic and I was at a stop and this guy in his jacked up truck is obviously an idiot and runs straight into the back of me. Well his front bumper makes contact with my rear spoiler on my mustang and knows it off on the right side. Call the police and wait for them to get out there. He looks at the spoiler and says "state law we don't report such minor things, just make sure you both swap info". Well yesterday I took the car to the shop to get a price quote for damage and it came out to just over $600. My question is at what price does the damage no longer become "minimal" and the cops will write the idiot a ticket for running into me. Because I for one thought it was a ticket anytime you run into the back of someone

The monetary amount of damage has nothing to do with whether a ticket gets issued or not. If that were the case, there would be no need for any speed traps as such. What the law does provide for is if there is injury or it appears that there is a certain amount of damage (here in NC its $1,000) it is madatory to call the police. It is then up to them to take action as they deem appropriate.

In Illinois the threshold for filing a police crash report is $500.00. I would think that is pretty common throughout the U.S.
and in fact it is the same for Florida.

Pretty much anytime there is damage anymore; it is at least $500.00, so I would take a report. Although $600.00 is higher than the threshold, I think you would have a hard time proving negligence on the Troopers part. You can always insist on a Crash report even if the amt is believed to be lower.
Just because there is no report, I hope you have the other drivers info to make a claim with his insurance company.

Also issuing of tickets is usually a discretionary thing, but no way affects your civil claims for restitution.

The requirement in most states is that collision reports must be taken only when there is injury or when prosecution is desired. Some agencies will adopt policies permitting or even requiring non-injury reports, but that is a policy and political decision.

You will probably get more information if you contact the PD that responded to the accident. They will be able to tell you what the minimum damage is and they might even be able to look up which officer responded and told you that.
