Yes, I can believe that you're 17.
Firstly, you've got thick eyebrows. Try treading them a little so that they'll look neater and cleaner. Girls (like me) like that.
Secondly, you've got a nice nose. The bridge, I mean. Unlike some which are crooked or too sharp. Yours is fine... almost perfect.
Thirdly, you've got thick lips. They look sexy to me.
On a scale from 9-10... I'd rate you 7.5. I know that I'm not following your question but I guess you're not up to the '9' standard yet... no offense there! I mean, it's not bad already since all the guys I've met so far are around the 6.5-7 range.

Hey you look like someone I know.. well a cousin of him. LoL I guess everyone has a twin..
However I would have to say that "Beauty is in the eye of the beholder" What may be attractive to one person may not be attractive to another. I don't really think outer appearances are as significant as whats on the inside of you. I know someone can be lovely on the outside but the PITS on the inside.. so always have a good head on your shoulders and be polite because that alone will get you far in life.
