The cut is raised, a little reddish brown and itchy. (I had not taken any injections or medical precautions after I had got cut.)
No it isn't open and nor is there any pus. But it feels itchy even after 7months. That is why I'm worried.

It's just slightly reddish (pink, rather), itchy and raised. I don't have any of the other infection signs.

I think it is just scar tissue which tends to be dry and itchier than the rest of your skin... and would use moisturizer or something like Maderma (sp) ... SIGNS OF INFECTION INCLUDE: REDness, heat or warmth in the area, pain, swelling, can be itchy.. any type of discharge that resembles pus esp. if colored yellow.. green.. or even clear... fever.. general malaise... you said it was not open... was not oozing... just raised and itchy right...;-?? wouldnt worry to much about it... if continues to bother you go to the doctor just have it looked at...probably a nasty scar if you didnt get it treated at the time ..

It may be some debris from the blade has healed into the wound. You should let a doctor take a look at the scar.

If you are still showing symptoms after seven months I would have a Dr look at it to make sure there isn't something going on.

yes it is infected if it's open and pus it running out of it!
