If the signal is transmitted in 4:3; use the TV aspect button to strech the image to 16:9

If the signal is transmitted in 16:9; the station put extra bars there, so the TV thinks it is already HD. Your TV may not be able to scale 16:9 signals

If you see black stripes on top/bottom while watching a DVD, this is because even widescreen DVDs are not filmed in 16:9. Again, you can zoom, but you will lose parts of the picture.

I have Comcast HD. The only time I get black bars is on the sides, when the tv station is broadcasting 480p or a 4:3 show and upscaling it to 720p/1080i. Otherwise, true HD content should always be in 16:9 widescreen format and you should not have black bars.
