Easiest and cheapest way: declutter. Nothing is less romantic then a big pile of laundry or paperwork that needs sorting. I find that when the room is clear of junk, my mind is clear to get in that "romantic" mood. I like a simple bedroom without to much furniture or nic-naks. Right now, we have a gold/black/red color scheme and love it.

Lots of pillows and candles. Nice Window treatments and keep the furniture to a minimum. If you can fit a chaise in, that would be great. And keep away from the number one no no - a TV in the bedroom. That does not add to romance in any way.
Use soft colours you both like - nothing too loud like red which stimulates you, stay with colours like pastels which calm you - a pale green for example.

I love my Victorian bedroom. Roses, shades of pink and burgundy and green. White carpeting. VERRRRY romantic. Antique portraits on the walls, silk flower arrangements. Oh, don't want to do a total redo? Pink lighbulbs in the lamps, spritzed with cologne that he/she likes. Fresh bed linens turned down and yes, soft music. Whooo hooooo!

I've read in a magazine that putting colored lightbulbs in your lamps is a simple way to make your bedroom more romantic. I can't tell you where to find them, though. :-)
