I currenlty use a Glock 23 40 cal and I feel like I lose accuracy because I can't grip the gun like I want to. This is used for law enforcement so it has to be a minimum of a 40 cal

The smaller the gun, and grips, the harder it is to control the gun. If you are looking for a small frame revolver, you can get something like the hamerless S&W Model 642, which retails for about $400. It has no exposed hammer, and it is double action only, which means you have to pull the trigger all the way rearward after each shot.

For a woman, depending on your firearms experience, I would suggest a 5 shot chief's special .38cal revolver. It is small, will never misfire or jam and is practically impossible to not shoot correctly. If you are more proficient I would suggest a 380 semi auto, Kel-Tec makes a nice small one. In either case use Speer Gold Dot ammo, both rounds will have enough punch to do the job and not make the weapon bounce out of your hand.
