I totally agree with terri... if the guest's parents are attending, they need to be responsible but assign "Lifeguard Shifts" anyway.
I live in AZ (we were at 99 degrees yesterday) and there are a lot of preventitive measures you can take. Be sure that all parents are aware that there is a pool and that if their child is planning on taking a dip, you expect them to help keep an eye out for their kids.
Have activities that don't involve swimming but include water play. (Duck, duck, goose with the wet sponge is always a hit.) We did that at our daughter's b-day party last year. After all was said and done, the kids were only in the pool 30 min. and all had tons of fun.

I guess my last piece of advice would be don't get too comfortable with that many people around. One year, a little boy drowned... at a party. We had no drownings in our city last year but with the warm weather here so early, we've already had about 4 or 5. You can't too careful around water!

This depends on the number of people that you are going to have for the birthday party. Larger crowd requires the community park. Some community parks have small indoor areas that you can rent for parties, but you must reserve with plenty of time ahead. Having a party elsewhere than your home sometimes is better due to different factors such as:
People help you clean after the party. Every one leaves and you are free to go to a clean home and undamaged furniture.

For a three year old just having a party is fine. So if it is convenient for you with the pool party tehn stick with that. Be aware with extra kids around and a pool you should assign 2 abled adults to be lifeguards while the kids are swimming.

If it works, dont change a thing. Doubtful that she will remember that she has had her past two parties there. If you like the place, keep it - next year she may want to change locations though!

ask ur daughter if she wants to change the place she has her bday partay. if she wants something different try a theme typed partay that she enjoys. example: barbie party. she can have the familiy come and friends. if she doesnt want to change her bday partay then keep the pool thing.

At three does she have an opinion on where she would like to have it? I think the house is fine unless its you or her that really wants a change.
