Not only cats do this. I saw a PBS show about odd animal behavior, and one story was about a mother fox who was stealing morning newspapers off of people's porches and yards, in order to line her den with soft, insulating material.
This probably is not evolution, but simple animal intelligence of sensing their surroundings and remembering simple facts.
That might be the clue. Paper is insulation for warmth, and a few layers of paper are a bit like bedding. Newsprint is also germ-free, due to the heat of the printing presses they roll through. (I don't know whether animals can sense that last item or not, though.:-) And so it has a clean smell, which might be attractive to animals with sensitive noses.

Well I don't think it's because they prefer the feeling of lying on papers, I think it's more of an attention seeking behavior. Every Sunday when I'm paying bills and have the papers all spread out my cat will plop right down on top of everything, including the very check I'm trying to write on. She just looks at me like "Why are you wasting time with such silly things Mom, when you could be paying attention to ME!"

the heat/insulation is a probability. Mine do the same thing.. cute but sometimes annoying, especially when I'm trying to do something like gift-wrapping!
I heard once that cats will try to get as high up as they can, and if the highest place in the area is to lay on paper, there they are. To us, a sheet of paper isn't really higher, but maybe to them - porporationally- it is.

Can't answer this, but if it helps, I have 3 cats and lthey all love shoe boxes. they are really big cats and stick out of the box. Looks so funny and cute
