It depends on the form - many post offices just have the most basic forms. Public libraries typically have more, but not ALL forms. You can download forms at irs.gov - that might be the easiest way to get what you need. If you know the form that you need, you could call the library and ask if they have it.

Most post offices carry all the commonly needed forms, but as the deadline nears, they often run out. Main offices usually have the biggest supply.

I think they only have forms 1040 and 1040ez
Go to the IRS.GOV web site...they have all forms and scheduals
