i am 13 i only weigh 95ish pounds but im also only 4 foot 9 inches. i look like i weigh like 120 pounds. i want to loose fat with out gaining muscle. is there a way? i dont want to gain weight from muscle at least.

Eat alot of fresh fruits and Veggies and lean protien like chicken, fish. Exercise ! The best exercise for losing weigh without building "bulky" muscle is swimming. Swimming builds long lean muscle.
Walking is great too!
BTW - from what you describe you are a great weight right now! At 13 your body is storing some fat for growth spurts and developing into a young woman . So Stay healthy but don't diet...and most of all Love yourself:)

Dont feel bad, im 13 too and i weigh 140 pounds ! i have a great shape but the problem is - belly fat. LOTS OF IT ! To lose weight, ... wait, you shouldnt have to, because im 140 pounds and i dont look fat, 95 pounds is really skinny so dont even think that your fat because I AM !!!

I think to lose fat without gaining a lot of muscle, you should focus on cardio. Try running, biking or elliptical machines to burn the calories. Cardio will help you tone muscle that is already there, but you won't bulk up from it.
