I think, that the ACTUAL answer IS, indeed, broadcaster, Sir TERRY WOGAN, (who received his "SIR-SHIP" after obtaining British CITIZENSHIP, just a few years ago), but, - think about THIS.

Could it NOT have, ALSO, applied to London-born SINGER, CHAS HODGES, (one half of the duo, "CHAS & DAVE")? THEY had a HIT, years back, - entitled, - guess what? YES, - the song WAS called "MUSN'T GRUMBLE!"
