Apart from viewing the answer in terms of technical competency, a look from the angle of 'sociou economic and ethical' would a bit serve the purpose. Now, let me tell that in India, so called computerisation has occurred in late nineties and actual launching as an invariable devil has taken place in the turn of the century as a big boom irrespective of the taste, inclination, desire or the necessity for going computers and in the same wake the politicians also taken credit of the boom and announced themselves as messiahs of IT and the job-openers. This being the backdrop, whosoever have the basics of computer in the beginning around y2k status have become big brothers who experimented on both the theory and practicals and now the entire system appears to have reached the finality. This only has divided the entire socioeconomic rungs into two which is 'haves' and 'haves'. This automatically has created a scenario of modern and those who lagged which also reflected in the day to day system of the governmental procedures. The story is big and endless. But one thing is there. As Mr.Amarthyasen has expressed his anguish about the IT dreams that have not reached the common-man very recently, it is every body's understanding that the cybertech has not touched the hearts and doorsteps of the layman which is why there is a failure in a country such as developing country like India.

You know about brain drain that's the answer. In INDIA big companies didn't make their software but they prepare software for foreign companies. in India we do only maintenance work.you know about mobile video conferencing .in Korea this technology is in 1992 and in India this technology is not even now. And in banks, police station, passport offices, railway station etc. they use old computers and they are not perfect in their field so when problem arises they do not know how to tackle this.50-60% of people working in Microsoft are Indian .

Because India does not make the computer itself. India is a great service provider and is a user of computer and not a designer of the computer. India does not own the internationally used system of net work, if it is LAN(local area network) problem then it can be solve locally, but if it is a net work problem, then you need, net work personnel to correct it.
The code and the passwords protections are known to network people only.
