I've set this up on my Outlook as follows (I have Yahoo.ca):

I have Office 2007 so the steps might be slightly different.

Click on Tools, select Account Settings.
Select the New button.
Select the one that has POP3 in it. Click Next.
Enter your personal information as asked, name, email, password. As per Vincent's remark - if you get an error message at this point you need to subscribe. If you don't then keep going.

A message will come up saying a test message could not be sent - you might need to adjust your account settings.

Click on the Manually configure server settings box.

Click next.

Click on more settings. Select the Advanced tab.
Incoming server set to 995
Make sure this server requires encrypted connection is check marked
Outgoing set to 465
Encrypted connection type should be set to SSL
Click OK.
Click Test Account Settings (will send and receive a test message).
Click on Next and Finish.

You can only do that if you have a yahoo plus account, the free version doesnt allow you to connect that way.
