There are methods that work better with terriers than with other dogs. Make sure that you are ONLY using positive reinforcement. Have you taken him to the vet to rule out any medical causes? Do a search online for potty training terriers and hope that helps.

Ur not being consistent.. Put down food only at certain times, morning / night, don't free feed. Take him out every 1/ 2 hour but don't go back in until he actually goes. When he does, treats and happy cheering, make him realize that outside is the best place to go. If you can't watch him, crate him.
Tie a bell to the door, ring it before you go in and out, let him see you ringing the bell before the door opens. Encourage him to ring the bell. When he rings the bell to go out, immediately let him out. He'll learn to ring the bell, but you must be prepared to get up every single time he rings. If you can't, then take the bell off the door.
He is way too old not to be housetrained yet...

It's a Puppy's JOB to chew !
Chew is what a Pup will do.
(am I going into a poem here?)
anyway.... don't even think of trying to get a young dog to NOT chew -- just give in a provide TONS of things that are ok to chew. You dont have to spend money.... one of the "funnest" is a crushed empty plastic milk jug (remove cap)... frozen dinner plastic trays? piece of think rope tied in knot? Scrap leather (unwanted belt? old shoe?) Dont worry that you will "teach" him to chew shoes -- he is GOING to chew shoes regardless.... keep shoes away from dog !
Keep dog busy.
I just dont know on the potty training -- if you really have taken him outside that much... then I think he is doing it on purpose - not to be nasty - but to mark territory, to show unhappiness, boredom?
You need to get him neutered anyway - try that - and also talk to vet about the problem.
Do not give up on him. If you take him to the pound - he may well be killed there... they kill hundreds of animals... usually they kill Cats on Tuesdays and dogs on Thursdays.... EVEY week !!! They do not have enough room for all the animals who are given-up on.

Crate training works as long as you're consistent. It also helps with chewing as the containment in the crate will prevent him from chewing forbidden items. Sounds like you are not supervising him 100% when he's out of his crate. Be consistent, fair, and positive to your dog and he will succeed.
