I'm going to be annoying here for a minute and suggest perhaps your kid has the right idea if s/he isn't flushing every time. You really DO NOT need to flush each time - it's a HUGE waste of water. "If it's yellow let it mellow, if it's brown flush it down!" Teach your kids that cute little rhyme and I bet they'll flush when they're supposed to and enjoy growing up and being annoying like me -- reminding people that not flushing the toilet is a good thing for the environment!

This may sound funny...um...my suggestion is easier with boys than girls. BUT if your child is still young enough to have you accompany them then try this. Put a Cheerio in the toilet and tell them to make it disappear. They flush and it's gone!! I also heard that something similar works for potty training boys. They learn to "aim" at the floating Cheerio....anyway...=) Good Luck.
P.S. Make sure they understand that it is not ok for them to put other odds 'n ends in the toilet tho!!

Just tell them over and over again, somehow they must get the hang of it... Tell them that this is part of the toilet-routine ( I know that sounds somehow crazy, but if you take a closer look the whole thing is a routine)....
@ Zennia: Oh dear, have you ever thought of the idea that nr. 1 stinks as much as nr. 2 does when you leave it for a while un-flushed...Getting aware of the enviroment is okay, but hey, let's not overreact.

I remind her as she's going to the bathroom, at home, at gramma's, at Wal-Mart, in the mall, at the movies... wherever we are, I remind her, out loud, to flush. She is getting to hate that, and has begun to remember each time.

Tell them that if they don't the toilet will come to life and swallow them!
Sorry.
You could try telling them about all the germs you are leaving behind when you don't flush the toilet.

Put one of those scent things in there. The ones where everytime you flush, blue water comes out. that will make it fun for them.

When you see they haven't, go get them, and make them flush it. Eventually they will catch on that they should do it when they potty. Be persistent and consistent.

You could try giving them an alternative way of doing it...
There's a real interesting product out that's a step/pedal for flushing:
