I've heard that instead of reporting to your local police, you're supposed to contact the ATF when you catch someone stealing cigarettes or alcohol, is this correct? What happens if people don't follow this protocol, are they breaking the law themselves by not reporting a federal offense?

I don't think stealing it is, but the reselling of it is for sure a federal offense

If it's tractor trailers full of cigarettes and alcohol then yes but not the little bit that people usually steal. That's petty theft and it's a local matter.

I would report someone for stealing in general, let alone stealing drugs and alcohol.

If someone jsut stole it, it is petty theft. Call the local police

If the stolen property is being carried across state lines to obstruct justice I would think, yes.
