No, it is not legal. You're tax returns are not allowed to be discussed with any other party than yourself, without your express written approval. As such the CPA you mention is breaking the law, and could have his license revoked (although unlikely). However, you should report him to the CPA society for whichever state you are in, you can usually find them in the phone book, or go to a yahoo search and search for "(your state) CPA society." Also, I would recommend contacting the IRS regarding him or her. Further, I would strongly recommend getting another CPA.

No, this is highly illegal and unethical. The CPA should be reported to both you state's accountancy board and the IRS. Behavior like this can result in a CPA losing their accreditation.

Tax papers are very confidential papers thus the CPA does not have any rights to show it to anyone even your next-of-kin without your permission. You can sue him/her for breach of confidentiality. Do remember that you need proof and a witness, if possible to sue.

I don't know whether it is legal or not but it is definitely unethical. Find a new CPA and report the old one to the professional board. (AICPA)

It is unethical and illegal as well. I wouldn't do anything because your father is involved. You may contemplate the possibility of changing your accountant.
