Someone? If you are speaking of only one person then that would be Jesus when he was babpized by John the Baptist.

If you are speaking of when the apostles of Jesus received the holy ghost, or holy spirit then those scriptures can be found in any book of John, Luke, recounting the works of Jesus as per their perception of his life and works, both tell of how Jesus promised them a gift before he ascended to heaven after his resurrection, and he commanded them to stay together and to not go out to preach the good news until they had received this gift because they were not yet filled with the great Holy Spirit, therefore they were not ready to administer the day in Catholic religion is called the Pentecost, to commemorate, but if you are growing up Catholic these important things are celebrated but it seems only the priests understand their true meaning unless you study and read the bible often these things aren't explained of the importance or significance of it.

Once the apostles recieved this gift they were able to speak in tongues, lay their hands on the sick and heal, speak as if they were scholars in the Word. Converted many who wanted to hear the good news of our Lord Jesus Christ. Jesus told them not to prepare for anything that the Spirit would lead them into what to say or do.

I believe this is still true today if you trust Jesus to allow you the strength to do what you know is right then if shall be granted to you, especially if it is for good.
