Of course God speaks to mankind. At His return, his voice will be heard by all (Rev. 1:10, Rev. 1:15).

Jesus is alive and at the right hand of God (Acts 2:33, Acts 5:31, Acts 7:55-56, Romans 8:34, Eph. 1:20, Col. 3:1, Hebrews 1:3, Hebrews 8:1, Hebrews 10:12, Hebrews 12:2, 1 Peter 3:22).

First of all God speaks to man through His creation; we can see Him through his handiwork in creating nature, the earth, the heavens, the stars, etc. We can look around us and see that God speaks to us through the creation; 2nd: We can hear God and get to know Him more intimately through reading his scriptures and becoming more acqainted with His ways, His love, His character and His nature ... Third we can see is His love manifested through His Son Jesus who was sent here to live among us and show us who God is, His character and His nature so that we may know Him better as not only our creator, but our friend, our protector, our redeemer, our Heavenly Father and as the Alpha and Omega, the Great I Am... So God speaks to us through several ways adn the most important is through the Holy Spirit when we accept Jesus Christ's work on the cross as the sin bearer on our behalf to bring us back into a right relationship with the Father

Jesus is alive today because He always was
and is and is to come!

Jesus was crucified and rose from the dead.

Jesus' bones are absent from his grave!!

If that is not speaking "Loudly" I don't know what is.

John 3:33-35
The man who has accepted it has certified that God is truthful.

For the one whom God has sent speaks the words of God, for God gives the Spirit without limit.

The Father loves the Son and has placed everything in his hands

Also;

Psalm 19.1-2
The heavens declare the glory of God;
the skies proclaim the work of his hands.
Day after day they pour forth speech;
night after night they display knowledge

As a Muslim, Angel Gabriel was sent by Allaah to Prophet Muhammad(PBUH) with the Revelations. We also believe that for other Prophets, the same Angel was sent to them as well. Except Moses. Allaah did speak to him directly.
