Critering can be cured by the simple use of an Electric collar. There is a whole protocol that is detailed on how to stop this problem and if followed, to the the letter, can cure most dogs of chasing game. Let her inquire by looking at several companies that sell the E collars.

There are laws that require owners to contain their dogs. if he will kill a deer, he may also be killing livestock and other people's pets. In rural areas, if a dog is seen attacking livestock, it is often legal for the livestock owner to shoot the dog. If he is running loose, he may also be killed by a car. He needs to be contained in a fenced yard for his safety and the safety of other animals now. He also needs to be neutered since during his wanderings he probably has also caused a whole lot of unwanted puppies. His desire to wander will diminish somewhat with neutering.

Your friend is putting her dog at risk as well as animals owned by other people and is not being a responsible pet owner.

neuter him and I would think about getting an fence or training him to not go past certain boundries. This has worked for my dog.

Your friend is very irresponsible, letting her dog run all over, get into things, killing animals, call the SPCA and tell them what is going on, ( you can call and not tell your name) She needs a rude awakening, she doesnt need that animal

Neuter him and put him in a fenced area so that he can't run and kill.

She needs to keep him confined except when she can watch him. There is a better chance that he is killing farm animals than that he is killing deer.

Tie some good, loud bells to his collar.

Then have him neutered and put him on a chain run.
