I just read about Suleiman the Magnificent and would like to compare the western rulers who had the greatest input for the enhancement of humanity.

I am referering to Alexander only as a time frame - he is not my choice of fair ruler.

As I see your additional explanation, I'm confused.
As most just or fair, I'd nominate Cincinnatus or George Washington. Each declined absolute power after it was offered by the people.

The greatest input on humanity would have been accomplished by Napolean in my opinion. There are so many things that were incorporated during his reign that we take for granted today, like even numbered addresses on one side of a street and odd numbered on the other. I wouldn't describe him as either fair or just however.
