Latraile has the right answer. Typically you get 1T of pickling spice in the packet. I always add more so I keep a jar of McCormick Pickling Spice on hand.

Add some whole pepper corns and a bay leaf. That will be enough. If you look on foodnetwork.com for corned beef they have a recipe with a listing of spices. I made a "gray" corned beef last night, it didn't come with the spice packet either. I only had pepper corns and a bay leaf - it came out fantastic.

You don't need any spice with the cabbage, just the water the corned beef was cooked in.

I believe it it whole peppercorns, mustard seed, bay leaf and crushed red pepper. I use the packet that comes with the brisket but I always add Garlic powder and more black pepper. YUMMMM!! (I cook mine in the slow cooker on low all day. It turns out fantastic!) Happy St. Paddy's Day!
