I don't think it is right to call your brother stupid unless he has pulled something and doesn't belong with the family anymore.
What do you do? Maybe talk to family members or to the brother directly. Tell them that he is bothering you or confusing you. Talk it out with FAMILY on what can be done. It is family issue, it's family that you can come up with a result with.

He is your blood brother..You need to cope with him and help him along with his mistakes and weirdness..Just give him alot of love and guidance...Maybe the reason he is a little off is he needs some tender loving care..
