I would think on-line is your best bet. If you mosey around Seletar hangers or the flying club, you may find an A&P that will put you on track. I'm sure SAF has A&P training or would at least know a source for the Manual.

You might also try the Airport in (or West of) JB. It's a friendlier and more accessable place for General Aviation.
