Not necessarily.Guys are kind of confused about when to say their true feelings and when to hold back.They don't want to come across as needy or desperate. How a guy treats you says a lot about how he feels about you. If he really likes you, he will call when he says he's going to call, be there when he tells you he will be and will follow through on the things he says to you. If a guy isn't giving you the attention you need or feel you deserve, then move on because he's probably playing games.

You can tell when your head is a mixed jumbled mess. When you can't tell whether your heart is in the right place. If that's the case, move on. Guys who play games are insecure and players.
If he really liked you, he'd either tease you, or ask you out.
