In order to be born again by His Spirit, we need to confess our sins to God, ask forgiveness, and put God in the driving seat of our lives, instead of living selfishley.
The moment a person comes to Christ and asks forgiveness genuinely, then the Spirit of God indwells that person,

if you are christian you can read this in the bible for yourself
in genesis where god breathes his spirit into man to animate him
and later when jesus says
"the kingdom of god is within"
there are also other examples of this in other books of the bible and indeed in all of the worlds various religious texts
