It cannot be used in a way that is not generally considered a vulgarity. Like the vulgar terms used for sex in other languages, among certain groups it is still used. To use my own (bad) example, I once used it 3 times in a single sentence.
However, just because it is used, does not mean that the people who use it don't recognize its vulgarity. In fact, the people who use it often use it exactly because they DO consider it vulgar. They think it's cool, etc.
I remember there was a song a few years ago called "If You See Kay" (and I have heard joking references to the same expression as well) that's supposed to be a play on the nasty word in a way that's allegedly clever. (If you don't see the connection, pretend the words of that phrase are the letters they sound like.) In any case, that is not considered quite so vulgar, although I'd still say it's rude.
Related to that, sometimes people will spell the word out in conversation if they are telling a story that involves the f-word; sometimes they will just say "the f-word", of course, but that strikes some people as being cutesy. So, somebody might say: "You know what happened last night? We were at the play, and somebody came running down the aisle shouting the word f-u-c-k!" (spelling out the letters like that; or just "came running down the aisle shouting f-u-c-k", since people understand the person was not actually spelling out the word, but rather saying it).
Maybe this last case is what you're talking about? I think that kind of usage, since it's clear that you are using it descriptively (and not approvingly), would be decent in most company - although still something to not use too lightly.

**** cannot be used in a decent way. It can be only used if your friend circle uses commonly, and people dont bother about the word. But it cannot be used on a new person.

From a proper point of view, the f-word, I think, will never be seen in a good light. It already has a reputation for a notoriously "foul" word, so what'll change that?

use it in a different lagnuage so that people wont notice, like the word merdz for an example. like for example, instead of of saying "you are a piece of S H I T MAN" but you can say instead "You are a pieace of MERDA". so that way, no one wont notice and 100 percent(%) change for not getting an violation.So basiclly, we can do whatever we want without getting in trouble or getting caught or BOTH.
