God allows a lot of suffering and pain. When we remember what Jesus went through, we understand that He knows a lot about the pain and suffering. This life is only a temporary assignment. : )
These things will happen, and you see that people have compassion toward each other after sorrow. God talks to us through His Word, people and circumstances. It is not about these catastrophes, it is more about where you are in your life and what part God plays in your life. We all die one way or another. : )
If/when we suffer here God has whole eternity to make it up to us. So His promises are kind. See the big picture. : )

Since the fall, the world has not been a garden of Eden. The deaths and famine are a result of the evil that has crept in. However God has plans to eradicate all wickedness. There is an afterlife, that lasts for eternity, and there will no longer be any death or famine.
Note that atheists do not believe in an afterlife, so death becomes a finality. For the believer death becomes the beginning of an eternal life of bliss.

Well, that is answered all the way back in the first few chapters of the bible.
But that aside, why has man allowed famine? If you want to point a finger at the Maker, then that's your prerogative. But you also have to point to yourselves if you do not believe in God. God has set the standard. It's up to us to accept or disregard it. There is reward and consequence to our actions.

God IS compassionate.
Famine and deaths come about because mankind has something called a 'freewill'. Because of this 'freewill', they have the option to make choices on their own judgment - that though they believe it to be 'smart' - brings about some bad results because of those choices.
Mankind of course loves to ignore this reality and many will attempt to divert this truth to it all being His fault. Mankind has been making such mistakes since the Garden of Eden - so that such happens shouldn't really be a shock by this time I would think.

Why is it Gods fault? Does man not have any responsibilty of his own actions. Many Government have been the greatest cause of famine and death. Yet is seems so easy to put the blame on God and say if God was truly loving then he would not have let this happen. But we let out the part the we have not had faith, live by God's commands, or even tried to seek and do what he asks of us.
In fact we will make gods to fit our needs and leave out the true God but we will cruse Him when all hell breaks lose.
Ask yourself the following and think about where you really stand?
Are you a good person? What a question, most of us believe that we are good people because we can look around and find someone that is far worse than we are. We can always point to the things that we think make us a good person.
But how good are we really? Dare we take this test and look at ourselves and see if we really are good? Hmmm.
If you are willing try this and see just how good a person you are.
The Good Person Test.
How will you do? Pass or fail?
Have you ever told a lie?
Doesn't matter how big or small, just a lie.
What does that make you? Before answering think about this, if I told you a lie what would you call me? A liar?
Have you ever stolen anything? Cost doesn't matter, a piece of gum, failed to give back an ink pen that you borrowed, anything.
What does that make you?
Jesus said, "You know the saying of old, you shall not commit adultery but I say that if look at someone to lust after them you have committed adultery in your heart.
Have you ever lusted?
Jesus said that hate is equal to murder.
Have you ever hated anyone?
See one day we all are going to stand before a Holy God on Judgment Day and he is going to judge us based on His Holy Law, the Ten Commandments. These are just 4 of them and how did you do? Guilty? I have broken all of these and more, what about you? How well will you do on Judgment Day?
If we break just one point of God's Law we are guilty of breaking all the law and Gods Wrath abides upon us all. Based on God's Law we are all guilty and all are deserving of punishment. But there is an out for us.
Jesus paid the price for each one of us, took on himself God's Wrath so we wouldn't have to face it on our own. Jesus was beaten, battered, bleed and died so we wouldn't have to face God's Wrath. He rose again so that we would life in his presence. Our crimes, His payment.
The real question is where will you stand on Judgment Day. Pay yourself or have it paid for you. Think about it.

God does not cause famine and death!
There is famine because of man's greed!
There is enough food on the planet for everyone.
Death of our bodies is inevitable, we will all one day die!
God sent His Son Jesus to die on our behalf for our own sin!
God is love, He loves you and has a plan and purpose for your life. Jeremiah 29 v 11.
God is a God of love, but also a God of justice.
This is your time and opportunity to seek Him with all your heart until you find Him.

Are you speaking of right now, or are you referring to the end-time prophecy of Scripture?
If you are speaking of today, please be advised that it is not God's doing, but mans.
God provided enough grain to feed the world until the end of time. The fact that man is not providing it, is mans fault.
If you refer to prophecy, please note that the death spoken of is spiritual death. People are spiritually deader than a hammer, and it will get worse as time moves forward, and until Christ returns.
The famine of the end times is not for food;
(amos 8), but for hearing the truth of Gods Word.

God is very compassionate, But He just doesn't handle his compassion the way you think He ought to. The way God handles his compassion is to provide a way of escape from here to a better place that He calls heaven.

God works through His people. If his people don't move, He probably won't. But there are some Christian organizations that do feed the hungry.
