I agree with many of the people, it is a combination of crate training, and when you feed him. Dogs usually go within an hour of eating also pottying. Put him in a medium sized crate with a blanket. He is old enough to hold it all night. Do this before bedtime, after you have taken him outside. He will not go potty where he sleeps. Doggy fact. Then in the morning, take him out of the crate and immediately outside. Potty training, is 90% habit. Take him to the same place every time. Then bring him in. When you go places, leave him in the crate, and when you get home, take him outside.
After a couple of days, he will get the idea...makes a huge difference. Unfortunately he will want to go where he already has gone before in the house. You need to find a good cleaner to neutralize the oders.....don't use ammonia, as that is attractive to them...Go to Petco or somewhere to find out what they have....they can give you some good tips as well.
Good luck. I LOVE Scotties, but can't find any over here.

Keep a close eye on how much food and water he consumes. A few hours after he drinks water, take him outside. Do the same thing with his food, but wait a few hours longer. First thing in the morning, before he/she has had a chance to walk around the house, immediately take him/her outside to go.

he should be crate trained,,, and he would have been housebroken by 6 months old... read up and start from scratch... make sure he is neutered also... because a dog has not been taught to potty outside doesn't make him stubborn,, it just shows that YOU did not train him consistently etc. also,, a poorly bred dog from a puppymill/petstore is notoriously harder to housebreak because the pet store takes them from their parents too young and then forces them to eat, sleep and potty in the same place ( the cage at the pet store)

You're supposed to house-train them when they are just a month or so old. When they're not puppies anymore it's hard to break the habit. I can suggest that you take him to training classes, they will be able to help.

This is a very BIG problem. buy puppy pads from wal-mart or a pet store and when he starts sniffing put him on the puppy pad when he doesn't go potty on them grab his collar and show it to him then spray him with a squirt bottle filled with water and tell him bad (your dog's name).

Perhaps he is too set in his ways, you may have to leave him outside.
