Yes, and it been so since its beginning. Carl von Clausewitz's "On War" (1832) stated "When whole communities go to war . . . the reason always lies in some political situation, and the occasion is always due to some political object. War, therefore, is an act of policy . . . In effect, it was a somewhat stronger form of diplomacy." Wars are fought when diplomacy, or other means of getting what a government wants, fails.

I've been in the U.S. Army for over 11 years, have been deployed twice, have worked as an interrogator and infantryman, and, IMO, politics is inexorably tied to war. I don't think war could exist without being an extension of politics, as it is the politicians that send us to war, for their reasons.
