what is the best method for cooking a tough old bird?

Here's a great recipe

Ingredients:
1 rooster, whole
salt and cracked black pepper to taste
granulated garlic to taste
Method:

Preheat oven to 500 degrees.
Place bird on wooden cooking board and rub with your favorite rub.
Put board and bird in oven for 5 hours.
Take out, throw away the bird and eat the board.
Serve over steamed white rice.

sorry if it is not a polite answer .
so this is a way that is used in eastern countries.get some eatable oil (like liquid oil from kitchen) drop some on a tissue then catch the rooster and soak the rooster's buttock hole with oil he will not be able to make any noise any more for one or two days.
if you have access to the rooster try this solution that concluding no harm .

Rooster Stew

Ingredients:
1 (5–8 pound) rooster, cut into serving pieces
1½ cups vegetable oil
1¾ cups flour
2 cups diced onions
2 cups diced celery
1 cup diced bell peppers
¼ cup minced garlic
1 pound andouille or smoked sausage, sliced
1 can Ro*Tel tomatoes
3½ quarts chicken stock
1 tbsp chopped basil
1 tsp chopped thyme
4 dozen fresh shucked oysters, reserve liquid
2 cups sliced green onions
1 cup chopped parsley
salt and cracked black pepper to taste
granulated garlic to taste
Method:
In a 3-gallon Dutch oven, heat oil over medium-high heat. Once oil is hot, whisk in flour until a dark brown roux is achieved. Do not scorch. Should black specks appear, discard and begin again. Add onions, celery, bell peppers and minced garlic. Cook 3–5 minutes or until vegetables are wilted. Add andouille and cook an additional 3–5 minutes, stirring occasionally. Blend Ro*Tel tomatoes into roux mixture. Whisk in 3 quarts chicken stock, basil and thyme until dissolved in roux. Add rooster, bring to a rolling boil, reduce to simmer and cook 2–2½ hours or until meat is fork tender. NOTE: A large rooster, depending on age, may take a little less or more time to tenderize. Use your discretion. When tender, add oysters and liquid, green onions, parsley, salt, pepper and granulated garlic. Continue cooking 15–20 minutes, adding remaining stock or water to retain stew-like consistency. Serve over steamed white rice.

RACEY ROOSTER


2 to 3 lbs. chicken, skinless, boneless
1/2 c. butter
1 env. instant onion soup mix
1 (18 oz.) bottle Bar-B-Q sauce

Melt butter in large casserole dish. Add soup and BBQ sauce. Blend together. Add chicken, turning to coat all over. Cover with foil. Bake at 350 degrees for 1 1/2 hours.

Try calling animal control or simply talk with your neighbor to get the damn thing to shut up. If he’s stubborn then threaten to call animal control or do it. Oil a paper towel and soak his butt some chinese method. Theres always the choice to have it for dinner...lol

If it's cage is covered with a dark cloth (so that it can't tell what time of day it is) is will be alot quieter.

Perhaps you could ask your neighbour to keep the bird covered at night.

You have my sympathy, my idiot neighbour has 4 of them, and they start about 4 a.m. I have the truck all ready, waiting for them to run out on the road.
