Vodka, Rum, beer, Whiskey,Vermouth, Schnapps, wine,Tequila. These are the bases of almost any drink. Of course, you will need to purchase various flavor additives like: apple sour, orange juice, cherries, cranberry juice, etc
I drink these when I go to a bar:
Apple Martinis
Original Martinis
Sex on the beach
Cosmopolitans
Captain & Coke
Tequila sunrise
Kamakaze

I would open a tequila bar, one it is my favorite spirit and two it is the number one growing spirit category in USA.

I would choose only 100% blue agave tequila and would get as many brands as I could as to show a great back bar,

I would have a very select few which would be the best of the bar:

Casa Noble, my favorite, would be the tequila de la casa.
Tesoro
Chinaco
Don Julio
Siete Leguas
Herradura

With my favorites I would save the empty bottles and do a complete wall with them.

I like OH Whudd's answer but Absinthe is illegal in the States.
To answer your question,I think it depends on you and your CUSTOMERS and the LOCATION of your bar. For example,I would not serve martinis, which,if proper, require a top shelf brand like Bombay Saphire, in a working class bar.
