Not just anybody can enter, it's not like a local race. You have to be a wicked fast rider. They average about 25-27 mph or 40+ kph over the course of 100+ miles per day. Then you have to be a member of 1 of the 21 teams invited to participate. Even then, only 9 members from a team of 25 or more are chosen to ride (Discovery has a 28 man roster).

I am sure you are getting the message from the other answers.
If you would really like to race a stage, there is a ride called L'Etape du Tour. It is a stage from the current years Tour de France and provided you enter before the limit on numbers is reached you can actually cycle a stage fo the tour. These rides a very tough and there are time limits and time checks so you have to be prepared.
otherwise as already suggested, get training really hard, get noticed, join a local pro team and who knows what will happen from there.

Be good enough to get picked up by a Pro Tour team AND make the 9-member cut (most teams have 15-20 riders) to race.

Other than that, spend a few grand, fly to France, and take a nice vacation as a fan.

No one can "just participate". It's years and years of training and conditioning. Start with local races... get picked up by a national team... work your way to Pro Elite... pray you get a contract with one of the Pro Tour teams... hope your team gets a bid to enter the Tour... then be good enough to make the elite/select squad of your team that gets to go.

Buy a bicycle, train like heck for 5 years, then get fast enough to get through the qualifying heats.
