It can.
If you were to give a person oral sex it is possible for them to develop genital herpes. It would be caused by HSV1 though, instead of HSV2 (which is what genital herpes is usually caused by).
You could also theoretically infect yourself with genital herpes. If you were to touch your cold sore and then touch your genital area you could actually spread herpes to your genital area. This is called self-reinfection. You can also get herpes in your eye if you were to touch a cold sore and then rub your eye. It's called ocular herpes.
This is why it is ALWAYS a good idea to wash your hands thoroughly after touching a herpes sore. You don't want to spread it to other parts of the body.

Yes, there isn't any. Herpes is caused by a virus. Actually, there is little cure for viruses nowadays. The only thing that you can generally do in the case of a viral infection is strengthen the immune system and hope it fights it off. Not with Herpes, the immune system can't win against it. Thus you only get to treat the symptoms. Once you're infected, it stays with you for life. So don't get infected.
Personal experience. I have had genital herpes for over 5 years.

Oral herpes is a sexually transmittable disease -- if you have oral sex with someone you could give them genital herpes.
If you have had oral herpes for a while, you have antibodies to it. It would require an extremely high load of virus to be able to transfer it somewhere else on your body. While auto-innoculation (transmitting it to yourself somewhere else on your body) does happen it is almost always during your primary outbreak or within the first few months of having the virus. Once your body makes antibodies to hsv-1 this shouldn't happen.
You could, however, get hsv-2 from someone else. While basically the same virus it is a slightly different strain and the hsv-1 antibodies might help it be not as severe but won't protect you from getting it.

your cold sores are very contagious. do not touch them. apply cream medications with a qtip only. after they are healed, buy a new toothbrush and lip balm/lipstick. refrain from kissing others, sharing drinks, and sharing lip balms.
you can spread the cold sores to other warm, moist body parts -like your eyes, nose, genitals, open wounds. wash your hands well.
see a doctor or urgent care for meds to treat the symptoms and increase the healing time.
