oxygen is one of the elements in breathable air, and there is only one "oxygen".
The mist is very fine water droplets in which the medication is dissolved. The compressed gas which pushes this mist out is usually compressed air.

The medicine in a nebulizer is turned into a mist as air is blown into the holding chamber. The medication molecules are light and the air causes it to mist so you can inhale the medicine. Kind of like the mist that forms at the bottom of a waterfall. The water, as it falls, creates a breeze and at the bottom the molecules mix to form the mist.

Mist is also formed if you use liquid oxygen to propell the nebuliser
