Anal sex has the highest transmission rate for HIV because of all the rips, tears and fissures. If you are both virgins, then you can not get HIV. But, I recommend that you know your partner and his or her history, and use a condom just in case.

It really depends on what you mean by "safe." If you are talking about HIV, anal sex without condoms can be an efficient way to transmit the virus (regardless of your sex, male or female). Anal sex can also be a risk for certain sexually transmitted diseases and some bacterial infections if either person has a current infection and doesn't take certain precautions. A latex condom is a great way to prevent yourself from getting some of these infections when having anal sex.
Even though you both are virgins, you never know how a person get HIV. HIV can be infected by other activities besides sex.

Anal sex is the easiest way to contract HIV. If both are virgins, that's great. But, you can be a virgin and have contracted HIV through other means than sex.

HIV is transmitted more easily through anal sex as tearing is more common than regular vaginal intercourse.
