Drugs are often categorized by mode of action (physiological mechanism). But, there isn't just one classification system for the thousands of drugs humans have access to.

Categorizing and scheduling of medications are not the same thing.

Schedules are rated from I to V; schedule I is very likely the drug will be abused like cocaine and schedule V means there is a low chance of being abused such as Robotussin A-C since it contains less than 100 mg codeine per 100 ml or about 10 tablespoons.

Categories of medicines tells you how the medicine will work on your body and include, but not limited to, analgesics (pain relievers), lipid-lowing agents (lowers the cholesterol), antidiabetics, and so on.

For example, pentobarbital is a schedule II drug which means it has a high change of being abused. It's category is an anticonvulsant, and sedative/hypnotic. It's categorized as such because the way it works on your body is by depressing the central nervous system.

RE:
How are Drugs Categorized?

There are many ways to "categorize" drugs, some are stimulants, depresseants, hallucinogens, narcotics

Polic categorize them by certain levels of seriousness based on risk of addiction, harm to oneself/others, which lead to certain amounts of jail time. They are Schedule 1 - 4

by whatever way the categorizer chooses to categorize them

i personally have way too many drugs that have been given to/and or prescribed to me, so i categorize them by color. I have pink, white, blue, yellow, orange, brown/white, and the list goes on - Then I pick a color out of a hat each hour and grab one from that pile................. = )

In the US, drugs are classified according to Schedules. I put a link to the listings.
Some drugs according to current ideology should be reclassified, but there are no current plans to do so.
