It's basically a "female circumcision" like they guy above said. Many cultures (including the USA) consider most of it genital mutilation because most of the time it is "unnecessary".

Female genital cutting refers to the excision or tissue removal of any part of the female genitalia for cultural, religious or other non-medical reasons. These practices are widely used in Africa.

It's a more correct term for "female circumcision."

The exact "procedure" varies and is done differently in different areas. The goal to make sex not pleasurable and/or painful for the woman. In its worst form, it involves cutting out the clitoris and sewing the opening to the vagina closed until it's a tiny hole. It's often done to young girls without anesthesia - they just hold them down and do it.
