I'm looking for decoration, food, drink, activity, invitation, and costume ideas. There will be 20 to 30 people, not all of whom know one another. Thanks!!

This will take some planning...but...one of the fantastic elements in 24 is that you never know exactly who you can trust and who you cannot.

Give everyone in your party a small role to play, with an activity to do at a certain time during the party and time to prepare before they arrive. Set the scene for 24 type tragedy - killer virus, bombs, you pick...and task the birthday boy/girl with solving the crime. Have a master clock that ticks off as the party proceeds - you'll have to speed things up of course by a large degree (i.e. 5 minutes = 1 hour)

Once everyone is assembled...the birthday boy/girl (Jack Bauer) has to go around assembling clues/collecting things/introducing people who may not know one another at the party. At each hour time - a new guest will have something to do (die, reveal some information to Jack, etc.)

Mistakes by Jack will be costly (a kiss, loss of an article of clothing, etc.). And one by one the party guests will be eliminated from the party. "Shot" if you will - perhaps with tequila. Until at then end when the case is solved (perhaps the lethal birthday cake bomb arrive and Jack manages to save the world by blowing out the candles) ...Jack survives and you all can relax enough to enjoy the rest of the party, dance a little, watch the 24 DVD.
