For the past nearly 4 months, I've been hearing sex sounds (screaming) from women, and occasionally crying. They are following from loud pounding mechanical noises I hear from my ceiling (their floor). They do it EVERY day from the times between 2 - 4 am. The noises last about a minute, and comes in intervals. So like: noise (pause for about a minute or less) noise again etc. for about 4-6 times each time . Ive complianed to the management, and surprisingly no one else have complianed. They did not do anythign but talk to the neighbords during the day. Management only said that the neighbors were a nice couple, who said that one of their mother is livign with them and isnt mentally stable and sometimes makes noise. Ive called the police yesterday and complained at 2 am when they started the noises again. Today at around 10:30 pm to 11 pm, they were at it agian. They must be changing their tactics and think that disturbance at earlier time is okay. My ceiling shakes! HELP! T_T

Btw, they like to play bongo music at 3 am. And after I keep on banging my ceilign for a couple days more they do it louder and more frequently!

Ok, you have no reason to suspect prostitution. Some people just like sex. Heck, from what you've described you don't even really have a reason to assume it is sex that is waking you.
I suggest a few things.
1) type up an anonymous letter and slip it in their mailbox, under their door, or tape it to the door. Just let them know that things are loud, keeping you awake, and, if they can't be more respectful of others, you will have to involve the authorities. Be nice about it. You get more flies with honey, and all that.
2) Call social services. If the mother is mentally instable and the cause of all the noises then, perhaps, she needs better care than your neighbours can provide.
3) Police. The first 2 or 3 times all they can do is issue a warning. If it persists they can take greater action. Do be sure to call them on a non-emergency line. 911 really should only be used for emergencies. Most communities have a special line for noise violations. Your local PD will be able to give you the number. They will take it seriously and will take whatever action they can. They may not get to it right away because they may be busy dealing with life-threatening crime.
4) Your condo's manager. Bug him. If the situation cannot be resolved through him then you may have grounds to terminate your lease early without penalty.
5) move. It's a pain in the butt, yes, but it's a few days of pain in the butt-ness compared to week after week of it. It may well turn out it is all some crazy mother who is well cared for and there's nothing anyone can do about it.
6) Ear plugs. If nothing can be done about it and you won't move then invest in a pair of ear plugs. They may even be a good idea while waiting for the above methods to work out.
7) You placed your question in the etiquette section. Yes, they have blown etiquette by not considering what will make their neighbours comfortable. You have an opportunity to use etiquette to solve the problem. Address them directly, respectfully, and politely. People tend to show more concern when approached thus than when threatened by police, management, or social services. They can see that you respect them and are more likely to treat you with respect. This is the essence of etiquette.
The unfortunate reality of living in any sort of apartment is that you do have to deal with the inconveniences of living with others. Even if it is just sex who should be inconvenienced? You because you find it annoying at any time? Them because, maybe, that's the only time they have together because of children, crazy mothers, work schedules, whatever? If they are making an attempt to be earlier in their noise making maybe they can be even earlier. Maybe they can be quieter. Maybe they'd be more likely to do so if they were approached directly and with respect.

Wow..that sucks. Complain to the management again, you pay them to live there and you deserve quiet. You might have to take legal action...even if they are a "nice couple" they shouldn't be bothering anybody else. Keep up the complaints with the Police as well....eventually something has to give.
Also, get a stick of some sort and bang on the ceiling the next time they start to make "noise". Go up and knock on their door and tell them to quiet down and they are disturbing you. It takes guts, but it will probably pay off in dividens.
Hopefully they will get the hint and cut the crap. If there is one thing I hate is people who don't care if they bother those trying to live around them.

I understand, I additionally stay in an house and my acquaintances upstairs are so d*** noisy!! at first grew to become into very no longer ordinary because of the fact my infant have been given very disturbed. So, at some point I went up and talked to them, pronounced that I had a newborn toddler and that it would be great if them ought to maintain it down & quiet...they looked as though it would appreciate and it have been given extra effective...besides she has familiar with listening to noise and each thing, that's extra handy now (she's 6 months previous) that she knows the international outdoors mommy is noisy....that's tougher while they're newborns. talk with them, you will no longer sense that uncomfortable while your toddler starts crying because of the fact he/she would be able to't get any sleep from all of the noise! Do it before the toddler is born....and congratulations!

Tell the manager to fix the problem by moving you, having them stop (probably not gonna happen unless its prostitution), or your leaving. You are probably just $$$ to him. He wouldn't want to lose any of that. Sometimes it takes more than a few complaints. I can understand where you're coming from. I have to share a bathroom with a guy because of the way our dorms are layed out. He talks on the phone VERY loudly. He slams the doors to the room, and the shower. He broke off our shower head, and is VERY noisy. There is so much disrespect around there its frustrating. Unfortunately I don't have any real options. Hope yours works out better.

You never know if management is having a piece of the cake. I'm sure when the police came around the noise quiet down. Well, you've done all you can do - pray that Lord would move your sex addicts neighbor out - they have no respect!

"Their mother is mentally unstable??" I have a different viewpoint than your Yahoo answerers. I live in CA also...call the cops EVERY DAY and EVERY night! Kill em with your phone calls until you become such a pain in the ****, they DEW SOMETHING. Cops in Monrovia are so freekin lazy it's sickening! Unless a gun is reported (in which case they come in by the 12's!) or an ex military is crying (like my ex - which is a CROCK) they just won't do anything! And do the same with your 'association' (which is also a crock!). Because, until we are a 'police' state, you have the RIGHT to PEACE AND QUIET!

I agree with the first answer that you got. get earplugs to sleep with. OR you can move. if your calling the police and complaining is not working then just move.
or you can try being just as rude, wait until 3am and blast your radio. if the police get called on you, tell them why you did it. it worked for me once. i got tired of calling the police so i blared my cd player at 3 am for a couple days...funny how the loud banning at 1am stopped.

Record the noises and then go upstairs and play it for them. It might embarrass them enough so they are more careful. You would also have proof of the noises to give to the police .

if you own a video camera i suggest catching them going into their place or the noise they make that affects your suite. if the problem isnt beng addressed properly then maybe you can request a different suite (an inconvenience to you, but how much more can you take?) i have gotten alot more response when i have been able to provide proof. good luck and hang in there.
