I have not been to Northern Virginia, but I have lived in many different cities in N. America and this is how I find my source of Chinese stuff.
You can go to a Chinese restaurant, preferably not too fancy. Better if you can find a Dim Sum restaurant, because they usually get the egg tarts from those bakeries. They would have newspapers and ads by the counter or entrance. Sometimes, there will be a special phonebook/directory listing only Chinese businesses. If there's a Chinese bakery in the area, it will definitely be listed. If you can't read Chinese, you can ask the host at the restaurant. You can also try Chinese markets.

I guess you don't want to travel to Philadelphia, huh? I never found a bakery in the DC area like the ones on 10th in Phila...but did you try DC's Chinatown? maybe there is one there...you know next to the phone booth (or whatever the Center is called now) on the Yellow Line
