If you mean to prevent toxic pollution... the only way is for everyone to chip in and NOT dump garbage into the environment (air, water, land, etc...) Most trash, if burned "hot enough" will not pollute (it needs to be hot enough to break down even the smoke... to it's chemical components). That would ease landfill usage and prevent a lot of ground-water pollution as well as lead contamination in the ocean.

If your question is to avoid toxic exposure for yourself, you should probably move somewhere that has fewer industrials. Move somewhere with a lot of greenery away from the big cities.

I think you mean 'prevent' not 'protect' -- right?
