No, not normally. But if you are sick or in pain, your blood pressure will rise from that.

I have emphysema and my blood pressure is not high.

No. I have good lung capacity and suffer from hypertension. I don't see a relation between the two.

It could be. If your lungs are temporarily compromised, such as by a severe bronchitis or a walking pneumonia, your blood pressure can go up. It least that has been my experience. When the lungs functioned normally again, the blood pressure normalized
