He works on a commercial fishing boat out of Dutch Harbor Alaska for a Maine company, the office headquarters is in Seattle, but he has an Oregon residence? He spends several months at the end of the fishing season working on the boat when its docked for repairs in Fishermans Terminal in Seattle,and travels back and forth between Seattle and Porland. Does he pay Oregon state taxes or what? Also needs to file back 3 years

He does need people but not H & R Block on this occasion. He needs a tax professional (CPA or Enrolled Agent) who understands taxes for fishermen. He should ask others in the same industry for referrals to suitably experienced professionals.

He needs people. Take all paperwork to H&R Block. This will forego any backlash from the states and/or the Federal govt.
