I'm on a H1B visa with employer X. I would like to work for employer Y strictly on a as needed basis (one or two days a month) while employed with employer X. Is this possible with out doing a trandfer of my H1?

No. Employer Y has to file for their own H1B.

Are you Canadian? Depending on the job and you maybe eligible for a TN work authorization. See link below.

Go to 214.2(h) for the laws regarding H1B.
Go to 214.6 for the laws regarding TN. Appendix 1608.3 (or whatever it is) have all the job classifications and their requisite education.
