No, it's not up to Congress to enforce the laws, that's the Executive Branch's job (e.g., the President, Department of Justice, INS, etc.)...but, that's not treason, that's just not having the funding to uphold all the immigration laws.

Mr. Bush along with the Members of the Congress took an Oath to up hold the Constitution, and enforce the Laws, I do not see them doing there job...

No, but I feel that we should charge those that help illegal immigrants to vote should be charged. I know one congressperson who got elected because of them.
